FATF Update: Kuwait and Papua New Guinea Added to Increased Monitoring List

The Financial Action Task Force (FATF) has updated its list of jurisdictions under increased monitoring following its plenary meeting on 13 February 2026. The list, often referred to as the “grey list,” includes countries that have committed to strengthen their frameworks to counter money laundering, terrorist financing and proliferation financing but still have strategic deficiencies that require ongoing attention and remediation.

In the latest update, Kuwait and Papua New Guinea were newly added to the list of jurisdictions under increased monitoring, reflecting the FATF’s assessment that both countries need to continue working with the FATF and FATF-style regional bodies to address identified weaknesses in their anti-money laundering and counter-terrorist financing regimes. They join other jurisdictions already on the grey list, including Algeria, Angola, Côte d’Ivoire, Kenya, Lebanon, Monaco, Namibia, Nepal, Vietnam, and others.

Being placed on the increased monitoring list does not automatically trigger enhanced due diligence requirements, but it signals to the global financial community that these jurisdictions face ongoing compliance challenges and are subject to close international oversight. The FATF encourages members and stakeholders to consider this information in their risk assessments, while also ensuring that legitimate financial activities—such as humanitarian transfers and remittances—are not unduly disrupted.
